Legality depends on the tournament format -- Flicker of Fate can be legal in some formats and banned or restricted in others
Tato Farmer is my favorite card in the set, and I could easily rank it much higher than it has been

While cards with abilities similar to this had existed, the fact that this card was designed to boost your creatures and weaken your foes, as long as they were playing nonblack, was rather novel for the time
Confound is different from other such spells in that it actually specifies that the spell must target a creature, not just be able to target a creature or that the spell has a certain number of targets
